The Eurasia Energy Observer (EEO) was founded in 2009 as a standardised business intelligence newsletter by Andrej Tibold, who served as its editor-in-chief. The focus of the newsletter lay primarily with Eurasia's upstream and midstream hydrocarbon industries. He has a background as a freelance correspondent and editor, and holds a Masterʼs degree in East European Studies from the University of Amsterdam. He works from Brussels and Berlin.

The EEO currently does not provide standardised products, but does offers media, research, analysis and advisory services on Eurasian energy affairs. Typical clients are energy companies, consultancies, investors, think tanks and policy makers. Fees charged are in line with market based rates.
